Democratic Services & Scrutiny Manager

Job Introduction

As the Democratic Services & Scrutiny Manager you will manage the Democratic Services function and scrutiny functions within the Combined Authority. You will also hold the statutory role of Statutory Scrutiny Officer for the West of England Combined Authority as set out in s9FB of the Local Government Act 2000. This is a politically restricted post.

Ensuring quality services to all Members including the Chief Executive, Metro Mayor, Committee and Scrutiny functions, you will enable effective strategic development and operational delivery of the functions in line with our statutory and constitutional obligations and business plan.

With demonstrable experience of working in a leadership role in a political environment, and knowledge of the legal and political frameworks within which combined authorities operate, you will lead a small but efficient democratic services team to ensure the decision-making process is well managed, open, transparent and accessible to members of the public.

The West of England Combined Authority is seeking to appoint a Democratic Services and Scrutiny Manager, to join Legal and Democratic Services team.

This is an exciting time to join the West of England Combined Authority. In the last year nearly three quarters of a billion pounds of new investment has been secured for the region. New plans are in place to deliver on Mayoral priorities to improve transport, skills and housing for our residents, take decisive action to tackle the climate emergency, and to support communities facing the cost-of-living crisis. There is a relentless focus on delivery to put the West of England on the map for regional, national and global success.

Led by the regional Metro Mayor, the West of England Combined Authority brings together three local councils, the Local Enterprise Partnership and works with communities, other public services, and industry to deliver for the region.
