Job Introduction
The West of England Mayoral Combined Authority is seeking to appoint a proactive and capable HR Advisor to join our Human Resources team.
This is an exciting opportunity for an ambitious HR professional ready to take the next step in their career. Reporting to the HR Operations Manager, you will play an integral role within a collaborative HR function, providing high-quality, pragmatic advice to managers across the organisation and contributing to key people initiatives.
As a trusted adviser, you will take ownership of a broad portfolio of casework and projects, working with appropriate guidance and support while being empowered to exercise sound professional judgement. This is a role for someone who is confident, solutions-focused and comfortable operating in an environment where priorities can evolve.
The Role
You will:
- Act as lead for HR casework, serving as the first point of contact for managers
- Provide clear and balanced advice on disciplinary, grievance, capability, probation and absence matters
- Support change initiatives and complex employee relations cases alongside HR Business Partners
- Contribute to the review, development and implementation of HR policies and guidance in line with employment legislation
- Analyse workforce information to support informed decision-making and continuous improvement
- Deliver training and coaching to managers to strengthen leadership capability
- Build strong, credible relationships with stakeholders at all levels
We are looking for someone who can think on their feet, navigate ambiguity with confidence, and provide well-reasoned advice even where there is no straightforward answer. You will need resilience, professionalism and the ability to influence constructively.
About You
You will hold CIPD Level 5 (or equivalent experience) and have demonstrable experience advising managers on UK employment law and HR best practice.
In addition, you will bring:
- Experience managing a range of employee relations cases with increasing responsibility
- The ability to prioritise effectively and manage competing demands
- Strong communication and interpersonal skills
- Sound judgement and discretion when handling sensitive matters
- A proactive, improvement-focused mindset
- The confidence to take initiative while working as part of a supportive HR team
Experience in local government or familiarity with iTrent is desirable but not essential.

The salary for this role is £38220 - £41771. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
