Job Introduction

We’re looking for an exceptional Transport leader who is passionate about driving transformational transport investment, shaping regional growth, and delivering long-term economic and social impact across the West of England. 

 

The West of England Mayoral Combined Authority (MCA) is seeking to appoint a Head of Pipeline and Investment to join the Transport team, where your key responsibility will be to deliver the Mayor’s priorities by: 

 

  • Supporting the Executive Director of Transport in shaping and delivering a cohesive, long-term transport investment strategy aligned to mayoral and regional priorities.
  • Developing and leading a robust, high-value pipeline of investable transport programmes and projects, positioning the West of England to secure significant national and private sector funding.
  • Ensuring strong governance, prioritisation, and assurance frameworks are in place, underpinned by rigorous analysis, to enable confident decision-making at executive and political levels.
  • Completing strategic engagement and negotiation with senior stakeholders across central government, national agencies and local partners to influence policy, unlock funding, and progress shared objectives.
  • Providing visible, high-impact leadership to multidisciplinary teams, fostering a culture of excellence, innovation, and accountability, while building organisational capability to deliver complex infrastructure programmes at scale.

 

What you’ll be doing 

You will lead the development and delivery of a high-value, integrated transport investment pipeline, using data-driven insight, strategic partnerships, and a strong focus on prioritisation and continuous improvement to maximise funding and regional impact.

You will work across unitary authorities, national agencies, politicians, investors and delivery partners to shape a bold, shared vision for transport investment, building a genuine ‘One Team’ culture that unlocks ambition across the region. As the strategic lead for the transport investment pipeline, you will act as a trusted advisor to senior leaders and decision-makers, bringing fresh thinking, commercial insight, and an entrepreneurial mindset to how projects are conceived, funded and delivered. You will challenge convention, champion innovation, and spot opportunities others miss, ensuring the West of England is at the forefront of securing and deploying investment. 

You will drive a culture that is outward-looking, innovative and opportunity-focused, embedding new approaches to funding, partnership and delivery, and ensuring every investment decision is grounded in impact, value and long-term transformation.

The West of England is an amazing part of the world to live and work. We are based in a new bright and airy office, with all the latest technology, close to Bristol Temple Meads Train Station. 

The salary for this role is £91,319 - £97,032. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
