Job Introduction
The West of England Mayoral Combined Authority is seeking to appoint a Head of Procurement and Contract Management who will shape the Procurement and Contract Management function and will lead the delivery of its major procurement programmes across the Combined Authority.
Your key responsibilities in this role would be to ensure a focus on delivering the priorities of the Mayor by:
- Providing expert procurement and contract management advice to the Director of Finance, Investments and Commercial, and to Directors as appropriate, on high-risk and high-value procurement and contract matters driving value for money at the heart of delivery programme.
- Leading the development of strategies and governance arrangements which ensure the procurement of high-quality goods, works, and services which also drive operational efficiencies with accountability for developing and implementing the commercial and supply chain management strategy associated with delivering £1billion of Government funding to drive economic growth across the region.
- Implementing a programme of commercial/cost management across its major infrastructure programme.
- Leading on developing a region wide focus on collaborative procurement opportunities with other Unitary Authorities.
- Delivery of the Social Value framework through procurement and contracts.
- Leading on negotiating contracts (specifically NEC4 contracts) and contract disputes on behalf of the Combined Authority.
- Building and leading a skilled team of Procurement and Contract Management professionals.

The salary for this role is £81, 798 - £89, 415. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
