The West of England Mayoral Combined Authority (MCA) is seeking to appoint a Learning & Development Manager to join our Human Resources team.
You will play a critical role in enhancing our workforce capabilities, aligning Learning and Development initiatives with our strategic objectives, and ensuring the growth and success of our teams. Reporting to the Head of HR, you will lead on designing and delivering tailored learning solutions that address workforce gaps, support leadership development, and foster cultural transformation across the organisation.
Key Responsibilities:

Lead the creation and implementation of an organisation-wide L&D strategy aligned with MCA’s strategic goals.

Drive leadership development and cultural transformation initiatives, embedding diversity, equity, and inclusion in all learning activities.

Conduct Learning Needs Analyses (TNA) to identify organisational, team, and individual development needs.

Manage statutory and compliance training, ensuring relevance, accessibility, and alignment with legal requirements.

Leverage data insights to evaluate L&D effectiveness and inform strategic workforce planning.

Lead and develop a dynamic L&D team, fostering a collaborative and innovative environment.
What we’re looking for:

A strategic visionary with proven experience in creating and delivering impactful L&D strategies.

Strong leadership and collaboration skills with the ability to work closely with senior stakeholders and cross-functional teams.

A data-driven decision-maker who can use analytics to assess the impact of L&D initiatives.

An advocate for diversity, equity, and inclusion, with experience embedding these principles in all learning and development programs.

A manager with experience leading and developing teams, supporting both individual and team growth.
