Job Introduction
The West of England Mayoral Combined Authority (MCA) is seeking to appoint a Programme Manger for the West Innovation Arc to join the Place Directorate. Your key responsibilities in this role would be to ensure a focus on delivering the priorities of the Metro Mayor by leading day-to-day work on the new town work programme. This includes:
Lead delivery of a nationally significant new town programme, translating strategic vision into a clear, credible and investable workplan for the West Innovation Arc (up to 40,000 homes and major employment growth).
Drive cross-partner coordination and governance, managing multiple workstreams, risks and dependencies across the Combined Authority, local councils, Government and private sector partners.
Develop robust delivery models and business cases, including masterplanning, infrastructure, land and financial strategies, and options for a new delivery vehicle such as a Mayoral Development Corporation.
Build and manage high-level stakeholder relationships, representing the programme with Homes England, MHCLG, landowners, developers and elected members to secure Government confidence and investment.
Provide senior programme leadership and matrix management, overseeing budgets, commissioning external expertise, and leading multidisciplinary teams to achieve delivery readiness.

Please note that while this role is based at the MCA's Bristol offices, the successful candidate would be expected to spend a proportion of their time working at South Gloucestershire Council's offices in Yate.

The salary for this role is £63,685 - £69,665. This is the full-time equivalent salary, and will be pro-rata for part-time. We advertise salary ranges for job roles, with new appointments for external candidates typically starting at the lowest salary point. In exceptional cases, where higher skill levels or experience are applicable, the salary point may be adjusted to secure the best candidate. This approach allows for potential year-on-year salary increases, offering progression and appropriate rewards to employees.
